Job Description
The Team Lead/Senior CPSO for the Special Security Office is responsible for on-site execution of program security requirements for assigned SAP/SCI program(s), to include designing and successfully executing a security program which ensures compliance with regulatory guidance.
This position develops, implements, interprets and applies existing various U.S. Government regulations, ex. Intelligence Community Directives (ICD), DoD Manual 5205.07, DoD Manual 5105.21-M-1, the CFR 32 Part 117 National Industrial Security Program Operations Manual (NISPOM), while maintaining active engagement supporting other teams assigned portfolio of programs.
In addition, this position will be responsible for planning and monitoring classified information systems and controlled areas, assisting with personnel security processing, conducting periodic self-inspections, overseeing implementation/completion of corrective action plans and investigating and reporting security violations/adverse information reports with the cognizant government security agency.
This position may lead, manage, or supervise other team members or serve in an individual contributor capacity.
This position may require some travel.
Responsibilities - Create and implement protocol and guidance, as well as policies and procedures for all security disciplines as they pertain to special programs.
- Provide oversight to ensure compliance of security requirements and to maintain compliant security posture.
- Ensure compliance with all security policies & procedures for program areas as well as the team as a whole.
- Develop and implement Standard Operating Procedures (SOP) that assures compliance with government regulatory manuals.
- Develop and manage an active and ongoing security education and training program structured to meet the needs of briefed program personnel.
- Oversee the completion and adherence to the security self-inspection program as well as the actions to correct deficiencies and improve the overall security posture across each program area.
- Develop and implement a program to resolve reported security incidents at every level to ensure incidents are immediately reported, thoroughly investigated and properly resolved to eliminate like incidents in the future.
- Creates and maintains liaison with external and internal customers.
- Manages and plans/approves the construction and/or modification of work areas IAW the governments physical security specifications.
- Develops, implements and maintains required security databases.
- Supports Business Development by providing security requirements and the estimation of security support for proposals.
- Participates as an active member of special security working groups in the SAP and/or SCI community, and implements best-practice solutions.
- Performs courier duties in the local area and in the U.S. as needed.
- Conducts administrative inquiries of security program non-compliance.
- Works with Security leadership to investigate, prepare, and submit written investigative reports.
- Implements a method of inspection, audit and analysis of security functions to determine performance.
- Responds to multiple tasks to identify solutions for emerging requirements, frequently with short turnaround times.
- Maintains knowledge and understanding of security community policy changes, communicate pertinent changes, and manage implementation of compliant solutions.
- Must use sound judgment and good business practices, while maintaining good working relationships with internal and external customers.
- Collaborates with IS and Industrial security staff to develop corporate-wide security education, training, and awareness and/or special briefings.
- In a supervisory capacity, supervise, lead, and manage other security professionals, to include HR-related activities such as training, performance evaluations, and serving as a hiring manager.
Required :
- Active, current, in scope US DOD Top Secret security clearance is required.
- Candidate must maintain clearance eligibility and be willing to undergo a polygraph examination as required.
- Bachelors degree in Security Management (or related field). May substitute additional experience for education.
- 8+ years of DoD and security management work experience.
- Strong Working Knowledge of NISP/SAP/SCI security regulations. Excellent written communications, aptitude for details, strong communication, interpersonal and organizational skills.
- Knowledgeable in MS Office Suite.
- Must live within one hour commuting distance to respond to after-hours alarms and emergency conditions.
Desired : Previous DOD and/or R&D laboratory experience
Security Requirement: Current in scope Top Secret security clearance is required.
