Job Duties:

  1. Policy, Research, Interpretation, Data Analysis, Implementation, and Training
  2. Quality Assurance/Contract Compliance Review/Oversight and Innovation
  3. Additional Responsibilities: Represents the Department on multi-agency task forces or committees involving broad procurement issues. Develops business cases or position papers related to various aspects of acquisition, as well as conducting additional studies and special projects at the direction of the supervisor

Knowledge Required by the Position:

  • Mastery of Federal, Departmental, and relevant foreign governments’ contracting and procurement laws, regulations, case precedents, related authorities and principles, and contract types and requirements encompassing the full contracting lifecycle to develop, administer, implement and oversee a broad range of acquisition policies, and procedures relating to multi-year programs, systems, goods and/or services, many with high monetary value; and provide expert advice, technical support, and guidance to stakeholders, departmental customers and potential contractors; and provide expert advisory and problem resolution support;
  • Comprehensive knowledge of analytical and evaluative principles, methods and techniques to research, review, assess and apply a wide range of contracting regulations, policies, applicable laws, statutes, amendments, Congressional Acts and bills to the unique contracting programs of State Department’s worldwide operations;
  • Knowledge of the proper handling of highly sensitive and/or classified documents and materials and security clearance procedures coupled with the ability to obtain and maintain a Secret clearance in order to conduct and attend meetings, planning sessions, conferences, and negotiations involving discussion of and exposure to classified and/or sensitive materials and information;
  • Knowledge of sound business practices and principles to identify policy deficiencies, weaknesses, gaps, etc. to protect USG interests by ensuring contracting firms adhere to established laws, that contracts are administered efficiently, in a timely fashion and in accordance with Federal and Department regulations;
  • Skill in oral and written communications to present sensitive, complex, and innovative recommendations/solutions and training to improve efficiency and effectiveness or address issues , some of which may not have been previously addressed;
  • Knowledge of and ability to use Departmental business tools created for the acquisition workforce.
