Job Summary

This position exists to provide quality assurance and data management support to the Remediation Division at the MPCA. This position will assist the Data Support Unit coordinators with the management and maintenance of Tempo and EQuIS. This position will perform data quality review in support of the REM data review process. This position will manage environmental data stored in the MPCA's Tempo and Environmental Quality Information Storage (EQuIS) databases for the Remediation Division. The position works closely with MPCA Tempo and EQuIS staff to ensure consistency among MPCA Remediation Division programs.

Qualifications

Minimum Qualifications

Two (2) years of professional data management/analysis experience

OR

A Bachelor's Degree in Environmental Science, Geology/Geosciences, Computer Science, Computer Engineering, Business Administration, Statistics, or a related field with one (1) year of data management and data analysis experience.

Database management experience includes the following: compiling, manipulating, and analyzing data; reviewing error reports; evaluating and manipulating data to correct and load data; diagnosing and resolving data issues; storage, transfer, and retrieve of data; testing software updates, documenting issues, and working with IT and technical staff to resolve systems issues.

Experience managing and querying environmental data using database tools such as Microsoft Access, SQL Server, and Python.

Ability to produce data reports using in-house software and/or specialized queries.

Communication skills sufficient to work with other state agencies, local governments, laboratories and consultants, to raise and answer questions about analytical reports.

Skilled in identifying, analyzing, and communicating problems and solutions to others.

Preferred Qualifications

Experience utilizing environmental data management platforms such as EarthSoft's EQuIS suite products or Tempo.

Experience with laboratory data quality analysis and control (QA/QC).

Knowledge of GIS software applications and their relationship to environmental databases.

Possess an understanding of environmental remediation programs (Superfund, Petroleum Remediation, Brownfield, Closed Landfill).

Knowledge of Federal and State regulatory framework and their applicability to data projects.

Ability to actively communicate and coordinate with project managers, hydrologists, and/or other team members to understand data needs in various Remediation Division programs.

Possess an understanding of how relational data systems function and key governance components necessary to preserve data integrity.

Familiarity of EQuIS Data Quality Module (DQM) and its applicability to environmental laboratory data validation.

Good organization and project management skills with attention to detail.

Physical Requirements

Requires occasionally lifting and/or carrying. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

Additional Requirements

Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver's license checked prior to operating a state vehicle.
